You could also check out the platforms for building your own website and online shop, even if you end up using a freelancer to build it initially it still works out cheaper than getting it built from scratch. A lot of businesses don't seem to realise they exist and go straight to an agency and end up spending a lot more than they need to. Agencies have a time and a place (e.g. for a flexible, very bespoke build) but may not be appropriate for a lot of small businesses and start ups. It's worth checking out Create.net if you are looking for a ecommerce platform!
