I'm going to be the bore of all time. It sounds lovely and imaginative to sponsor a clown, but how many people would see the sponsorship and for how long? In any case, potential customers would have to write the name and phone number down at once to remember it and I simply don't see them doing that while enjoying themselves at a fete.
I'd follow the advice of your counsellor and use the money in more traditional ways. Door to door leafleting in areas where homeowners spend money on their houses might bring in some business. Leafleting works in that you might deliver thousands, the majority of which get thrown away, but a few are kept as reference and may later be acted upon. It's simply a case of casting bread on the water.
I'd also suggest that you find out other businesses which are non-competitive but aiming for the same market as you are and try to cooperate (see my answer to the letter above).
