Q: What temperature should your workplace be? I am working in a little shop that has no doors and in the place it should have glass as windows these are open spaces with shutters that are open all day.

Normally in a workplace the temperature should not go below 16°C. If the working involves the movement of stock around the workplace, it should not go below 13°C. If the temperature does goes below 13°C then extra heating is required.
What is not made clear is what is defined as a shop or workplace and I suspect this is not what one might regard as a traditional shop but more of a sort of stall or somewhere outside in which case people are open to the elements and there must be therefore the additional provision of protective clothing, frequent breaks, heating and hot drinks.
It can get quite complicated and it would be very sensible to take professional advice relating to the specific requirements of your particular place of work. It is advisable to start with a risk assessment based on the temperatures and exposure of employees to low or even high temperatures.
